UNPREPARED AS USUAL - There is no early warning system in the United Kingdom. Councillors and council officers appear not to care, about the electorate, except to collect taxes for their enhanced retirement pensions. UK politicians are so blinkered by gaslight politics, including the UK's military chiefs, that they have forgotten the basics of surviving a world at war, or preserving the peace. Perhaps the social policies of China and Russia, give them the edge, over capitalism in this regard?
What that means in European and other NATO countries, is that it is every family for themselves. Being cautious that blinkered officials are bound to try to stop you exercising your basic human right to life, liberty and security of person, as per Article 3.
Local Councils and Politicians (LCPs) in the UK and EU, many of which are NATO members, may be just as bad as the dictator they fought from 1939-1945, leading to the Universal Declaration of Human Rights after the Second World War ended.
The world has come a long way since the years of colonialism and slave trading. We now have human rights and financial slavery. Your rights being watered down by every signatory, in various ways. Hence, the number of claims in the HR courts.
LCPs may be judged by their level of complacency, ineptitude, or however you may care to describe the build up to the illegal invasion of Ukraine by Russia. As it appears, supported by China and other nations, such as India, Iran and North Korea. Where, clearly, as United Nations members, the former Soviet Union should have been politically ostracized by all members; rather than applauded and even encouraged.
This is according to several apparently well researched Media articles, warning of the Pre-War stage we are presently in. One of the best being from the Daily Mirror. See below.
It seems World War Two was not concluded, bouncing through the Cold War, when in reality, the war between ideals was simply put on simmer as a long term strategy, allowing time for antagonists to regroup, re-arm and wait for an opportunity to strike a death blow to democracy and the free world. Democracy being defined by transparent government with free elections. The hallmark of a dictator being the disposal of political opponents, in the style of Adolf Hitler's Gestapo. Now, mirrored by Vladimir Putin's Russia, and Xi Jinping's China.
THE CUBAN CRISIS
Faced with the physical manifestation of the 'Iron Curtain' in the Berlin Wall and the development of intercontinental ballistic missiles, then-US president John F. Kennedy determined in 1961 to mobilize funds for public shelters across the country.
Whowever is in the White House after the presidential elections scheduled for Tuesday, November 5, 2024, one thing is clear: Britain needs to either break its ‘special nuclear relationship’ with the US, or re-negotiate to take into account the lack of extra protection needed for the
electorate shelter wise. We’re all familiar with the so-called ‘special relationship’, basically tying Britain into bad foreign policy decisions. But not so many people know about the US-UK Mutual Defence Agreement (MDA) – the world’s most extensive nuclear sharing agreement.
WHAT OF SURVIVING A NUCLEAR HOLOCAUST BY TAKING DIRECT ACTION?
Depending on where you are located in the 'free world,' you may want to consider exercising your 'permitted development' (linked) human rights. Since, there has been no move to warn you of the imminent danger and the pre-war state of international politics, other than a few articles in the media. There is no early warning system in place in most European natioons. No Sirens. No communal bunkers and no advice as to taking your own precautions.
If we take the UK as an example of being unprepared, you might ask what Grant Shapps is thinking! The whole point being; is he thinking of you at all. And clearly, neither the Conservative, nor Labour governments have given your safety a second thought. With the Liberal-Democrats just as inept, if recent happenings in East Sussex are anything to go by.
Meaning, you'll have to do the thinking for yourselves, if your family is not to become collateral damage.
THE RISK: IN NUMBERS
According to the Stockholm International
Peace Research Institute (SIPRI), as of January 2023, there were an estimated 12,512 nuclear warheads worldwide. Nearly 90% belong to the United States and Russia. The remaining 10% are spread among China, France, the United Kingdom, India, Pakistan, Israel, and North Korea.
These are sufficient numbers to wipe out most unprotected life
on earth.
Now here is a breakdown Communist Vs Democracies, excluding Iran, whose enrichment is (apparently) not to weapons grade:

It
is about even, ensuring mutually assured annihilation. On that horrifying
note, what are the numbers for nuclear fallout bunkers? There is no comprehensive and publicly available data on the exact number of nuclear bomb-proof fallout shelters or bunkers worldwide. This information is often considered sensitive or classified by governments and militaries.
Private shelters are also a growing trend, with companies offering construction and maintenance services for individuals or communities.
Ideally, those who begin aggression would be the first casualties, such that peace loving survivors might rebuild with clean hands. We are also advocates of drone soldiers, to replace tanks and infantry, to protect borders 24/7/365. All linked to a global defense network, in an attempt to make wars a thing of the past. This potential solution applies to Communists and Democracies, and all religious denominations, without discrimination. Perhaps, under the supervision of the United Nations.
We must though reverse the trend at the moment, of governments seeking to quash peaceful protests. Politicians aught to know that if the public are protesting on the streets, that their policies might be in need of serious and urgent revision. The right to protest is a safety net for policy makers who have lost their way. In any democracy, politicians should represent the will of the people. Not, their own personal agendas, deals on the side, etc.
WHAT ARE YOUR RIGHTS?
The Right to Life enshrined in both the Universal Declaration of Human Rights and the Human Rights Act 1998 provides a powerful foundation for arguing that individuals have the right to take measures to protect themselves from imminent threats. However, successfully applying this principle in a complex legal context like planning regulations, requires a solid understanding of council perversion.
This is all the more difficult, because, and it a sad and documented fact, that many councils in England are corrupt. And many have overspent, and borrowed too much. Leading to bankruptcy. One reason for which is not building affordable/sustainable housing. But only houses for the rich.
The
pervading situation demonstrates that councils are prepared to
spend more than your taxes can provide, and still not
provide the services they contracted to provide (Breach of
Contract). Is so doing, depriving you of your
right to life, in seeking more taxes, in a spiral of inappropriate spending. Commonly called bungs.
And those bribes
will be disguised, to make retrospective remedy virtually
impossible.
Duty of the State vs. Individual Empowerment: While the Right to Life could strengthen arguments about the government's lack of preparedness measures, it doesn't automatically translate into giving individuals carte blanche to violate existing regulations in the name of self-preservation. Even though you would think that is common sense.
But then common sense would mean having an early warning system in place!

HUMAN RIGHTS LAW COULD POTENTIALLY HELP
b) Negligence and Inadequacy: Framing the lack of official preparedness measures and restrictive planning rules as a form of negligence by the state in its duty to protect life. See: the Wednesbury Rule of Reasonableness.
c) Public Interest: Potentially building a public interest argument, demonstrating broader community support for greater flexibility in constructing personal shelters in the light of existential threats.
CHALLENGES
& CONSIDERATIONS
- Specificity of Threat: Courts generally require a clear and present danger to justify overriding existing laws. The hypothetical nature of a nuclear strike or the longer-term effects of climate change might complicate this argument. We aver that Russian aggression in Ukraine, linked to the multiple threats of using nuclear weapons by Russia. Constitutes a Clear and Present Danger.
- Judicial Deference: Courts might be reluctant to intervene in highly technical areas like planning regulations, especially those touching upon national security concerns. Even though an individual exercising his right to life. may also be helping the MOD create a post apocalyptic Home Guard: A modern Dad's Army.
RECOMMENDATION
Navigate Legal System: They can guide you through the appropriate channels – whether planning appeals, legal challenges to the local authority, or potentially even the European Court of Human Rights, if relevant.
Remember:
Upholding the Right to Life goes beyond individual survival efforts.
Continuously advocating for systemic change in preparedness policies,
diplomatic solutions, and climate change action offers the most
comprehensive long-term protection for yourself and for society as a
whole.
CLAIMING IN THE COURTS
2. Potential Arguments: You could argue that the lack of preparedness measures and restrictive planning regulations create an obstacle to your ability to act in self-preservation in the face of potential nuclear threats or extreme climate dangers, thus indirectly violating your Article 2 rights.
That multiple councils in the UK are facing bankruptcy, demonstrates their inadequacy over a range of issues, just one of which is Home Defence. This underscores their administrative shortcomings.
3. Precedents: There are cases where the ECtHR has ruled in favor of individuals when a state's actions (or lack thereof) posed a significant risk to life, particularly in environmental and safety matters.
INTERNATIONAL
COURT OF JUSTICE (ICJ) - THE HAGUE
Limited Applicability: Unless you can connect your case to a broader violation of international law by the UK state, the ICJ is less likely to be the appropriate forum compared to the ECtHR. Article 1 of the Universal Declaration is supposed to guarantee all other rights, the lack of protections in their geographical areas, may constitute a violation of international law. Switzerland is the Case Precedent.

& CONSIDERATIONS
Complexity and Expense: International litigation is extremely complex, lengthy, and costly. Securing qualified legal representation specializing in both human rights and planning law is crucial. Though if we take the UK as an example, the State has ensured an uneven playing field in not providing Legal Aid in planning cases. Meaning, only the rich have access to expensive solicitors and barristers. An Articles 7 and 10: equality at arms issue.
Uncertain Outcome: There's no guarantee of success, even with a strong argument. International courts navigate complex legal principles and political considerations, generally siding with the state, over the rights of an individual, or a family seeking to protect themselves. In rare cases the EU or Hague, may decide enough is enough.
A first step might be to write to council leaders and members of parliament in tandem. Asking that what protections there are for the general public in their area. We suspect you will be given the brush off, requiring persistance, and even the cooperation of the press.
You could ask your MP to take the matter up with the Ministers and Secretaries of State, leading to a question in Parliament. This should establish the shortcomings of the present non-system.

There are though permitted development rights, and ways and means of complying with the law as it stands. By building a shelter, you will force a council to either agree with you or enforce.

This is a good way of mounting a legal demonstration, as
part of lawful civil disobedience, such as asserting your rights under
Article 8, freedom from official interference in your
private family life. Or a lack of Article 13 effective
remedy. Since in the UK they left Article 13 out of their
Human Rights Act 1998, deliberately, to be able to lawfully deprive you of Legal Aid.
Note, only lawfully in the UK, since leaving out the right
to an effective remedy is of itself unlawful : )

Kroll Opera House to the Reichstag delegates, which is best known for
the prediction he made that "the annihilation of the Jewish race in
Europe" would ensue if another world war were to occur.
Hitler
accused Jews of having "nothing of their own, except for political and
sanitary diseases" and being parasites on the German nation, turning
Germans into "beggars in their own country". He asserted there had to be
an end to the misconception that "the good Lord had meant the Jewish
nation to live off the body and productive work of other nations", or
else the Jews would "succumb to a crisis of unimaginable severity".
Hitler claimed that the Jews were trying to incite "millions among the
masses of people into a conflict that is utterly senseless for them and
serves only Jewish interests". Hitler then arrived at his main point:

THE BATTLE OF BRITAIN
The Battle of Britain, is where the British Royal Air Force prevented the Luftwaffe from securing aerial control over the English Channel. This was Hitler's first 'setback,' causing the planned invasion of the British Isles to be postponed. The Brits secret weapons being radar - Range and Direction Finding (RDF) and the Chain Home Guard.
This event aligns with Volodymyr Zelenskyy and his brave army, taking on the might of Russia. It is plain Russia will not stop if he wins in Ukraine.
The 'setback' for Vladimir Putin, was the fighting spirit of the Ukraine under Volodymyr Zelenskyy, at last supported by the EU and USA, where Putin simply walked in Crimea, unopposed, as Hitler marched into Poland. Indeed, Putin's saber-rattling, nuclear rhetoric, and military displays of power (marches) have failed. The Ukraine has a leader with gusto, backed up by aptitude.
Depending on his mood swings, health, and level or perceived desperation, the 'Red Peril' may finally punch the nuclear bag. We have to imagine this threat is real from the build up of Russian and Chinese missiles, spoken of many times as a threat in case Russia starts losing ground seriously, politically and geographically. Meaning that everyone, all over the world should not be shocked if it happens, and should be preparing for the worst case scenario. Mainly, to ensure survival in sufficient numbers to be able to stage a comeback for modern man. And not to waste that opportunity, should the indescribable be forced upon us.
Take a leaf out of the Hiroshima and Nagasaki bombs, that effectively ended WW2. If Putin is rash enough to unleash thermonuclear hell, the West should take that opportunity to completely neutralize the Russian threat, so sending a clear message to potentially fanatical adversaries like Iran and North Korea. No matter what the cost. It will be cheaper for planet earth in the long run.
Indeed, as allies of Russia, Iran and North Korea may care to enjoin. Giving the remainder of the developed world, NATO allies and even UK allies who are not members of NATO, the opportunity to obliterate those threats. From which (relatively) clean slate, the world, as Nations United, might rebuild from a more stable starting point. Barren, but stable; a clean canvas. Unthinkable that such a confrontation represents, every cloud has a silver lining. Leaving only China and India, to come to terms with. Who may then see reason, in curtailing their present nuclear ambitions. Not least because the cheap coal, gas and oil will have evaporated. Putting their economies into a nose dive, save for rice, tea and spices as exports. But when? When will the land be washed sufficiently to farm, and how many farmers will be able bodied enough to tend the crops?
Fingers crossed, the world will not be too polluted, and that any nuclear winter might be survivable. Though this goes against all that the Injustice Alliance stands for, in the real world, one should be prepared. In the words of Sir Winston Churchill: "Speak softly, but carry a big stick."

The KGB was a military service governed by army laws and regulations, in the same fashion as the Soviet Army or the MVD Internal Troops. While most of the KGB archives remain classified, two online documentary sources are available. Its main functions were foreign intelligence, counter-intelligence, operative-investigative activities, guarding the state border of the USSR, guarding the leadership of the Central Committee of the Communist Party and the Soviet Government, organization and security of government communications as well as combating nationalist, dissident, religious and anti-Soviet activities. On 3 December 1991, the KGB was officially dissolved. It was later succeeded in Russia by the Foreign Intelligence Service (SVR) and what would later become the Federal Security Service (FSB). After becoming president, Vladimir Putin launched a major reorganization of the FSB. First, the FSB was placed under direct control of the President by a decree issued on 17 May 2000.
SURVIVING A NUCLEAR HOLOCAUST
While
the threat of nuclear war is a critical concern, it's important to
understand that preventing nuclear conflict is paramount. Nuclear winter
is a hypothetical scenario with devastating consequences, and preparing
for it can only offer limited and uncertain benefits in the face of an
event that must be actively prevented through diplomacy and global
cooperation, if at all possible. Wonderful notions, that
have failed twice already (WWI & WWII), and now again we
are on a Pre-War footing (WWIII).
If
at all possible, choose a low risk area for your bunker. Areas usually considered high-risk are capitals, transportation and communication centers, chemical plants, military bases and similar areas.
Here are some general precautions that might be considered if such a catastrophic event were to occur:
IMMEDIATE SHELTER
2. Remain indoors for at least 24-48 hours as this allows
radioactive fallout to settle, significantly reducing its immediate threat.
"KEEP DIGGING YOUR SHELTERS, THEY WON'T EVEN NOTICE" - China has a long established relationship with Russia, to include satellites for space wars, apart from the import of cheap fossil fuels, to underpin a massive bunker building programme. Two peas in the same pod. Both usurping power in rigged elections, using terror tactics to imprison or murder legitimate opposition.
What
chance that has with so many nuclear warheads, already in
the world, and increasing, is dubious.
"DINOSAURS" - Do we need tanks and human infantry? There are other safer and cheaper ways of defending borders. Tanks and human soldiers need lots of fossil fuels and food. Drone soldiers are potentially way more economical in terms of the cost of defence, and the loss of human lives.
Potential Disruption of Climate Action: The war is diverting significant resources and attention from other pressing global issues, including
climate
change. This could disrupt international
cooperation on climate action initiatives and hinder progress towards
achieving emissions reduction targets.
Potential Long-Term Impacts: The war could have long-term consequences for the United Nations, which may cease to exist entirely, if the conflict persists or escalates, it may necessitate continued high levels of defence spending, creating a persistent tension between security needs and climate action. Though, in a nuclear exchange, world populations will decrease significantly, reducing fossil fuel usage. As discovered during the COVID19 lockdowns.

NATIONS PERSPECTIVES
Diversity of Views:
There will likely be divergences in member states' perspectives on how
best to navigate this complex situation. Some countries might prioritize
immediate security needs, while others might emphasize the importance
of maintaining focus on climate action.
Some propose investing in "green defence" technologies to improve efficiency and resilience after radiation fallout. Rebuilding from the ashes. After which, perhaps, nuclear weapons might finally be banned.
Ukraine represents the fight for freedom and the rights of every human to live a full life, free from oppression.
